Private Sector Entities and Consortia to Participate in The Pre-Qualification Process for
Tender EE 1/2011
for the Implementation of Energy Efficiency Measures in Medical Centers (the “Project”)
1. The Ministry and Clalit Health Care Organization with the cooperation and support of the Ministry of National Infrastructures initiated the Project for the implementation of energy efficiency measures in medical centers, by private sector Energy Service Companies (the "ESCO(s)").
2. The Project is intended to be executed in 19 medical centers, which represent approximately 80% of the general acute beds in Israel, with an estimated annual energy consumption of approximately 280 Million NIS.
3. The Project shall be based on the "Shared Savings" mechanism, under which the savings in energy costs generated by the energy efficiency measures will be shared between the medical center(s) and the ESCO(s), for a period of no longer than seventeen (17) years (which will include all phases of the Project).
4. The medical centers have been divided into three Clusters, as such term is defined in the pre-qualification documents (the "Invitation") and under the Project the ESCO awarded a Cluster will be required to survey, identify, design, develop, finance, install, implement and maintain energy efficiency measures in each of the medical centers in that Cluster and, in addition, will be required to measure, verify and report the performance of such energy efficiency measures, as well as execute training and awareness programs in the said Medical Centers.
5. The Tender Committee intends to award Clusters to ESCOs from those ESCOs responding to this Invitation (the "Participants") on the basis of a process to be conducted in two stages:
5.1 Pre-qualification process; and
5.2 The tender process – to which only Participants found eligible pursuant to the Pre-Qualification Process pursuant to the provisions of Invitation, will be invited.
6. The pre-qualification process includes several pre-qualification requirements, in the following areas, as detailed in the Invitation:
6.1 Experience in energy efficiency projects;
6.2 Experience in electromechanical engineering projects demonstrated by an Israeli legal entity;
6.3 Requirements regarding financial robustness.
7. For the removal of doubt, it is hereby clarified that the description of the pre-qualification requirements above was only general and the full description thereof is stated in the Invitation, and subject to the provisions thereto. The Tender Committee reserves the right to change the pre-qualification requirements above, and any additional rights as described in the Invitation.

9. Questions and requests for clarifications should be referred, in writing, to the Tender Committee Coordinator, Mr. Assaf Ganz at assaf.ganz@moh.health.gov.il by no later than December 1, 2011 14:00 (Israel Time).
10. All notices, replies to questions and requests for clarification and any additional information pertaining to the Invitation will be issued only to those participants registered with Tender Committee, all as detailed in the Invitation.
12. This notice contains only general and preliminary information regarding the project and the pre-qualification process, and should any discrepancy be found between this notice and the Invitation, the provisions of the Invitation shall prevail. The conditions and binding details with respect to the pre-qualification process are as detailed in the Invitation. The Tender Committee reserves the right to annul and/or change the conditions of the pre-qualification process and its dates, all in accordance with the provisions of the Invitation.
